On October 22, 2021, when the Oriental Cerebrovascular Innovation Club( OCI, OCIN Club for Innovations) was announced, Professor Jianmin Liu of the First Affiliated Hospital of Naval Military Medical University, the founder of OCI, said,

OCI officially announced the establishment at the meeting and signed a strategic cooperation agreement with the  CCI(Center for Cardiovascular Innovations). OCI will lead my country's cerebrovascular disease medical innovation into a new era!

At the ceremony, Professor Ya Peng of Changzhou First People's Hospital served as the host, and Professor Jianmin Liu, chairman of OCIN Congress, was the host. Houjia Liu, Deputy Director of Biomedical Industry Division, Shanghai Economic and Information Technology Commission; Daxu Fu , President of Shanghai Institute of Biomedical Technology; Professor Cheng Yunzhang, Dean of School of Medical Devices, University of Shanghai for Science and Technology, Director of Shanghai Engineering Research Center for Interventional Medical Devices, Deputy Director of Shanghai High-end Medical Equipment Innovation Center; Professor Li Shen, Secretary General of CCI, Zhongshan Hospital affiliated to Fudan University, experts and scholars in the field of cerebrovascular diseases in various provinces and cities, responsible persons and representatives of enterprises, representatives of investment institutions, and CCI partners attended the meeting. Academician Ge Junbo of Zhongshan Hospital Affiliated to Fudan University, Professor AdnanSiddiqui, president and chief medical officer of the JACOBS INSTITUTE, also delivered a speech via remote video to witness the milestone.

Subsequently, Professor Yang Pengfei from First Affiliated Hospital of Naval Military Medical University signed a strategic cooperation agreement on the stage on behalf of OCI and CCI Secretary-General Professor Shen Li.
